A reference document containing: a) the Constitution and the Convention as amended by plenipotentiary conferences; b) General Rules of Conferences, Assemblies and Meetings of the Union; c) the full text of the Optional Protocol on the compulsory settlement of disputes relating to the Constitution, the Convention and the Administrative Regulations; d) the full text of all decisions, resolutions and recommendations in force; e) a list of abrogated decisions, resolutions and recommendations. Free online access to the electronic versions in all languages is now provided to the general public.

Message from the Secretary-General
The year 2015 marks the 150th anniversary of the International Telecommunication Union. From the first International Telegraph Convention signed in 1865 to the present Constitution and Convention, the Union has grown from its original 20 Members to 193 Member States and over 800 Sector Members, Associates and Academia members from the information and communication technology (ICT) sector.
