This Handbook provides practical and illustrative guidance (even to radio engineers not having been previously exposed to the specific task of High Frequeancy (HF)broadcasting service planning). Considerable effort has been made to meet the expectations of HF broadcasting engineers from the developing world. This publication includes relevant texts from existing ITU-R Recommendations as well as advanced material.

Tropical zone broadcasting

Provision No. S23.5 of the Radio Regulations defines Broadcasting in the Tropical Zone as "a type of broadcasting for internal national use in the countries lying in the Tropical Zone, where it may be shown that because of the presence of high atmospheric noise level and difficult propagation conditions, it is not possible to provide economically a more satisfactory service by using low, medium or very high frequencies".
