The Guidelines for the Transition from Analogue to Digital Broadcasting is intended for a global audience to provide information and recommendations on policy, regulation, technologies, network planning, customer awareness and business planning for the smooth transition to DTTB and introduction of MTV. This publication is the implementation of the decisions of GE06 Plan, for which the original Guidelines were prepared specifically for the Africa region, and for which the current revision includes the needs of the Asia-Pacific region by incorporating more complete examples, technology options, and regulations relevant to this region. This updated version also includes the Guidelines for Migration of Broadcast Archives from Analogue to Digital.

Policy and regulation

This part of the Guidelines will provide an overview of the key issues and choices the regulator faces when either formulating Digital Terrestrial Television Broadcasting (DTTB), Mobile Television (MTV) or Analogue switch-off (ASO) policy objectives. In striving for a rapid service up-take and development of the DTTB and MTV markets, the regulator will implement such policies by issuing information, funds, rights, licences and permits to (qualified) market parties in compliance with the relevant Legislation.
