Background to the Radio Regulations and decisions
GMPCS services fall within the Mobile Satellite Systems (MSS), especially Low Earth Orbiting satellites (LEOs), GSO and non-GSO MSS, and both GSO and non-GSO FSS. Issues of spectrum and orbital resources related to these systems have progressively been handled within ITU-R Sector as governed by the relevant Radio Regulations and within the ITU Convention and Constitution.
