Broadband technologies1 offer the potential for highspeed and permanent connections to the Internet and promise wide benefits in business, education and research. The level of broadband penetration is a key indicator of countries’ progress towards becoming information societies and economies. Despite the importance of broadband rollout, such services were only available in less than half of the world’s countries by the end of 2003.
